September 21, 1971: The Speaker of the Kenya National Assembly, Mr. Fredrick Mati warns MPs against anticipating debate on Bills, motions and other matters which were not yet before Parliament saying that was contrary to Standing Orders. In a Communication from the Chair, Mr. Mati said his attention had been drawn to a long anonymous document circulated to Ministers and other MPs which discussed the proposed Criminal Law (Amendment) Bill. Here, the Speaker of the Parliament, Mr. Fredrick Mati is pictured escorting President Jomo Kenyatta to the National Assembly Chambers during a state Opening of Parliament. Also in the picture is the Vice-president Daniel Moi (right), and Major-General Mulinge.
